Rates Calculations
Rates are calculated by multiplying the Gross Rental Value (GRV) by the rate in the dollar.
Council sets the rate in the dollar when it adopts the budget.
The GRV is an estimate of the rent a property could earn in a year. Where a property is vacant, the GRV is calculated at 3% of the market value of the land.
The current date of valuation for the metropolitan area is 1 August 2021. GRV's from this date came into effect on 1 July 2023.
Council may be required to issue interim rates during the course of the financial year. The main reasons are subdivision of land, amalgamation of land, an error in the valuation, completion of a new building, additions to existing buildings or demolition of improvements.
Objections and Appeal Provisions
Valuations - Your valuation (GRV or UV) is only one factor used to calculate your rates notice. The Valuation of Land Act 1978 (as amended) Part IV sets out how valuation objections may be lodged. A property owner may lodge an objection against the valuation of a property within 60 days of the date of issue of a rates notice. Rates Record - Section 6.76 of the Local Government Act 1995 provides the grounds, time and the way individual objections and appeals to the Rates Record may be lodged. An objection to the Rate Book must be made in writing to the council within 42 days of the date of issue of a rates notice.
Section 6.81 of the Local Government Act 1995 refers that rates assessments are required to be paid by the due date, irrespective of whether an objection or appeal has been lodged. In the event of a successful objection or appeal, the rates will be adjusted, and you will be advised accordingly. Credit balances may be refunded on request.

Change Of Ownership or Address
Notice must be given in writing to Council whenever any person sells or otherwise disposes of any rateable land.
Details of the description of land and name and address of the purchaser must be stated. Please quote assessment number on all correspondence.
Please advise Council in writing of any change to your address or complete the form here and email completed form to us. Email address is on top of the form. There is an obligation on property owners to ensure that Council has the correct address for services of notices.
Payment Options
The Shire of Peppermint Grove offers two payment options to pay your rates by:
- Payment in full by due date
- Payment by 2 instalments
- Payment by 4 instalments
An instalment reminder notice will be sent to you approximately 1 month prior to the due date of each instalment. There is a one off administration fee of $15/instalment to take up instalments and a 6% interest payment.
Late Payment Penalty: Interest is charged on overdue payments. This will accrue daily at the rate of 6% per annum on rates and 11% on the Emergency Services Levy.
No Instalment option taken: Interest will accrue on rates and/or services charges that remain unpaid 35 days after the date of issue and continue to accrue until such times as the payment is made. Eligible pensioners/seniors are exempt.
Instalment option taken: Interest will begin to accrue daily on any instalment payment that remains unpaid after the due date of the instalment and continue to accrue until such time as the instalment is paid. Eligible pensioners/seniors are exempt from paying interest.
Payment Methods
Rates and charges can be paid in person at our office, by post, by telephone (9286 8600) using a debit or credit card.
Payments may be made by cash, cheque, money order, debit, or credit card (EFTPOS).
Paying over the Internet
You can pay your rates online using credit card VIA the BPoint portal. Please have your current rates notice handy as you will need to quote your 10 digit reference number, which is shown on the bottom of your notice.
Concessions
Pensioners/Seniors – Rebates
Pensioners, Commonwealth Seniors and State Concession card holders may be entitled to a rates rebate of up to 50% (to a maximum of $750) plus 50% rebate on Emergency Services Levy.
WA Senior Card holders may be entitled to a rates rebate of 25% (to a maximum of $100) plus 25% rebate on Emergency Services Levy.
The State Government applies an annual Rates Rebate Cap - for 2024/25 the cap is $750 for Pensioners and Commonwealth Seniors and $100 for WA Senior Card holders. If the calculated rates rebate is less than the cap, then the lesser amount applies. There is no cap on the Emergency Services Levy.
Generally eligible pensioners and seniors are entitled to a full rebate.
However, a number of factors are taken into consideration when determining the rebate. If your property is used for farming or commercial purposes, there are multiple dwellings on the property or there is an owner who is not entitled, then the rebate will be adjusted accordingly.
There is no rebate on refuse or waste charges.
To qualify for a pension/senior rebate you must be the owner and occupier of the property at 1 July of the financial year. A pro-rata rebate may be available from the date of registration to pensioners and seniors who become eligible after 1 July of the rating year.
Apply for a Rebate
To apply for a rebate, an application can be completed either by going online on the Water Corporation website www.watercorporation.com.au (Phone: 1300 659 951).
It is only necessary to complete the one form for both the Water Corporation and the Shire of Peppermint Grove.
The date of the concession starts from the date of application to the Water Corporation, not from the date of entitlement.
